Static Discharge S/TPvP

This probably isn’t the exact one your looking for, just one I made recently
I would go with pistol/shield so you can make up for a lack of defense from not taking high vitality or toughness amulets
Use healing turret or med kit so you don’t have to trait for elixir condi removal
Use Utility Goggles as your stun breaker, it will give you immunity to blindness (don’t want your bolts to miss) and the toolbelt applies vulnerability
Use Tool kit for the block/pull/confusion and fast recharging toolbelt skill
Your third utility skill can be rifle turret (fastest recharging toolbelt skill)
Elite Skill should be supply crate since others suck
Go 10pts in fire arms for precise sights
20pts in inventions for protective shield and reinforced shield
10pts in alchemy for invigorating speed
30pts in tools for speedy kits + static discharge + Power Wrench, Speedy Gadgets or Adrenal Implant
Take a berserker amulet
5 runes of the ranger and 1 rune of rage (More crit chance and dmg)
OR 
3 water and 3 monk (boon duration affects fury, swiftness, and vigor. also makes heal better)
For Sigils use energy and nullification
You will rely on vigor, reflect and block to survive. Hope it helps
Static discharge may be good if you play the rifle very well and make a good use of the toolkit. I defeated warriors without a sweat using cripple, overcharged shot, net shot and gear shield.
However an interesting story, I met an engineer recently in PvP and we were 1v1. We started talking and made a deal to have a few confrontations. Whenever a player is downed, the other allows him to get up fund fully heal.
I was using the standard SD build with full zerker items, he was using a knight set with grenades HGH. The final score was 10-2 in is favor. It proved that my lack of condition removal made me very vulnerable. His high Toughness resisted a full combo rotation and he also healed well.

As for its competitive value, it’s probably best in a hotjoin scenario. Works nicely in general PvE though, and can be useful at times in WvW.
Static Discharge has been and still is quite potent. It’s great for sPvP scenarios, but tends to be mediocre for tPvP due to the lack of team presence. I’ve been running two variations lately with a great deal of success against top-tier players, but you’d be better off running an alternative build when running with a coordinated team.

Static Discharge bounces and is fantastic for small encounters or roaming around in hotjoin, but in larger 3v3, or 4v4, or even 5v5 fights, you don’t put out as much pressure as you should for your team, with most of your damage being directed at a single target. Berserker amulet is fine and adds in quite a bit more damage, but it’s a lot riskier, as you can be annihilated by thieves in their opener, or a single shatter combo from a mesmer. The might stacking build tends to give a bit higher damage output, but requires maintenance to keep your might stacks up, and has to break 9 or so stacks in order to outdo the previous one. (Not too bad, since you can regularly run with 12 or 15 and spike up to 18 or 21). Good luck!
