Why does it seem like this trait rarely works as intended? First off, is there an internal cooldown? It seems like there isn’t but I’m not seeing as many bolts as toolbelt skills I’m using. Second, why does it keep hitting the ground instead of the target?

No internal cooldown that I know of, just bug with various toolbelt skills.

There’s a big issue with static discharge that’s never been addressed. The SD should always shoot at your target but it does not. Only targeted tool belt skills fire a targeted SD at your target. Non targeted tool belts like Regen Mist are like an FPS skill shot.
I’m on a smart phone so no conclusive list but here are some good SD:
Rifle turret’s surprise shot (best), throw wrench (probably number two), analyze, launch personal battering ram, Static shock, rocket kick. To name a few. There’s also something to be said for turret skills and mine field as the trigger so… Much…. SD.
