I want to run the power shoes trait for my bomb kit build but i want to first know if the trait and swiftness stacks in combat. Much like the 50% movement thieves get in stealth and swiftness stack in combat.

Last I checked the highest movement speed holds dominant and they do not stack. The 50% trait movement trait is actually capped at 33% in combat and stacks with nothing.

No they dont stack (its same for all classes) 33% is speed cap only Super Speed can boost you up to 50% (actualy its bit bugged and its bit lower than 50%) for 5s.

Super speed is bugged or maybe the describtion is not that accurate:

Basicly u got 300 movespeed out of combat. In combat your movement reduces to 210 (-30%)

Super Speed doubles this value up to 420. But out of combat, super speed does not increase the movement to 600 but also to 420 (=+ 40% out of combat)
