Tool kit build?
Tool Kit is in most good builds. Unless you’re asking for a build that is built specifically around spending the majority of your time thwacking people with Tool Kit, which I have to say is regretfully never a good option.

No plausible way to make a decent melee ‘whack-a-mole’ esque build sticking/ bouncing between guns and the tool kit?

Carrion and Soldiers are woefully underpowered stat sets for Engineer. And Superior Runes of the Engineer are again, woefully underpowered. I suggest you use something that’s just gonna do more.
See the major thing is that Hip Shot is very reliable, ranged and packs just as hard a punch. Harder, in fact, if you consider the time when you’re casting and subsequently missing the Tool Kit autoattacks, you could be blasting away safely.
The time to Thwack someone is when you’re predicting impending damage, and there is projectile blocking effects around. IE: 1v1ing a Wall of Reflection or Swirling Winds Guard/Ele, respectively, who you have on the ropes.

What gear would you recommend?
Well, if you’re aiming to PvE, then Berserker all the way.
If you’re aiming to WvW, I’d suggest a primary of Celestial stats (Helm, Chest, Legs give more bonus stats as Celestial compared to Shoulders, Hands, Feet.) Mix the rest with whatever you feel comfortable with – either Celestial, Berserkers, or Knights/Cavalier/Soldier.
This makes you durable & sustainable enough to not hate life, while being primarily offensive.
If you want to PvP, you should either use my Rabid or Celestial build that was linked.

Well, to be blunt, Flamethrower is only the best at causing you retal damage. It can neutralize points in PvP, but that’s about the only redeeming quality. There are better options for power, hybrid, condi, defensive, and utility builds.
It’s a casual kit, if you have fun using it in open world PvE or tagging things in WvW then keep doing that.

I have been playing Engi as my main since launch and have spent much of that time trying to find a Toolkit based build for WvW and SPVP. As of yet, I do not think it’s viable (of course, the toolkit is very good, but you will generally just switch to it, use a cooldown or two, then switch out). You can do a toolkit-focused build and make it work, but there are always better ways to get the job done. I could go into significant detail describing different approaches I’ve tried, but I will just mention a few points for brevity:
-don’t try to fight melee opponents with toolkit…their melee is generally better than yours. E.g. even with toolkit, you still probably want to kite a melee opponent.
-toolkit has awesome power scaling. If I wanted a toolkit-focused build, I would go pure power (e.g. Soldier), or some combination with power/precision/ferocity. Condition damage is good for #3, but then you’ll just switch out of toolkit and auto attack with pistol for more effectiveness.
-try backpack regenerator. This gives you some reason to stay in toolkit (even if it’s not that much of a reason), when you may otherwise just attack with rifle, which has almost as much auto attack damage, and much better burst, and keeps you out of harm’s way.

Backpack regenerator gives the Engineer a 10 second invisible buff when a kit is switched to. It doesn’t actually tick when you’re in a kit, as suggested by the tooltip.

Well now, THAT is news. Explains why the trait is so popular. I never used it much before, since I figured you’d only be in kit normally long enough to drop your abilities and switch out.
As for using a tool kit as a weapon, I believe it can be done, just not very competitively. You need your utilities to supplement it and likely rifle as your weapon. Knight’s amulet would probably be the best combination of damage and survivability. 409 and hoelbrak to supplement? That would lend itself to using elixir B and S for your other traits, meaning you’d have decent uptime on swiftness. Heal turret and Supply crate a given. So, x/x/x/4/4 means we can either get a grandmaster or put some in firearms and some in inventions… 0/2/4/4/4 Would give swiftness on crit, access to more defensive traits, and power wrench. May try this one out for the lolz.
I shall try that build theory out
It is a lot of fun to try it out
If only they made staying in a kit viable :/
