Did you ever play frontline in WvW as an engineer? I guess not.
And the duration is almost 6 seconds if you spec for it.

It was fixed because it was unintentional.
Now you could argue that it should be buffed, and that would be fine. But this was not a nerf.
But that is exactly my point, there is an 11 pages long engi bug thread with stuff that is really important, e.g. the duration of projectile protection on throw elixir U.
Stuff like throw elixir b giving 3 or 5 stacks should be on the very bottom of anet’s to do list, if at all.

stability in a whole in wvw frontline circumstances is frakked at the moment, nerfing or ‘fixing a bug’ like this isn’t helping anyone, instead it should be buffed to longer duration or even more stacks (or just fix stability Anet, u broke it, u need to fix it)

Yeah, in all honesty the only thing holding Scrapper back in WvW is the lack of Stab. Otherwise we have great passive and active defenses and great soft and hard CC skills. The damage isn’t bad either. Plus waterfields. Really feels like a mix between Warrior and Ele.
Personally, I’d really like them to add Stab to Elixer B. Maybe remove the retal for it. The throw being 3 stacks is fine since its AoE, but adding it to the base skill would really really help.
Its really nice that WvW is actually close to not only have a viable Engi spec, but another possible frontline spec as well.
IMHO I find toss elixir b to be very effective. I do play primarily spvp, so to that disclaimer, scrapper/hgh builds are op as kitten right now. Particularly in a team fight, we can basically spam elixirs, and their throw counterparts, it’s awesome. I used to max out at maybe 18 stacks of might and that was for brief amounts of time, usually able to sustain more like 12. Scapper spec allows me to sit around 22 without even trying, when I am full on combat it’s always 25. Losing retaliation on elixir b would be catastrophic. The synergy with hammer/eg/elixirs combined with these new tank skills centered around toughness make the scrapper a monstrosity in a node brawl. I preferred the original leap mechanic as it allowed you to do a damaging circuit around a single target, or the whole node. I still enjoy now being able to target the real mes, and run them down. Without even considering clones. First two leaps let me shatter them for caster. Third puts me in the mes face, hammer 5, eg 2, throw elixir b, down elixir b, throw other elixirs, welcome to the thunder dome. Give me free hero points because I hate the pve grind and I want my wvw hammer. That is all.
Mainly in WvW frontline this is a huge nerf.
Toss Elixir B isn’t even a Stunbreaker and our only access for stab (FT with juggernaut is not an option). 3 Stacks now is a bad joke.

It’s significance is probably not the only factor in making the decision to change it.
you can stack tool belt reduction from Tools traitline and elixir CD reduction from HgH that alone justifies it for me
