Yes, and Elixir S.
With Incendiary power you could apply burning all the time. And under pressure you could use Elixir S and fire grenades and heal yourself without any problems.
Now the damage is reduced and the Engi dies under pressure v e r y easy.
Both nerfs are ok and balanced but now the top player does not play HGH anymore (I look at the sword/pistol thief who counter Engi as well)
