Would old turrets be viable now?
Turret engi would certainly not work these days. For one thing, it relied on taking the tankiest possible amulet (sentinel), which was removed. Also, everyone has too much sustain.
On the other hand, scrapper (with hammer) would probably offer an “interesting” new playstyle for turret engi: a block, a strong cc with AoE damage, evades, and a reflect to counter ranged builds (who could beat it in the old days). Scrapper also gives a lot of self sustain and damage reduction.

Most newbie players try turrets on PvE on the first days if their first character is an Engie, before discovering there are way better skills to use.
Some people use turrets for underwater combat.
Those are the only situations I’ve seen turrets used on PvE (Aside HT, of course).

even pre nerf turrets were weak it was an L2p issue and Anet bias that brought their deaths
the only builds that were justified to complain about turrets were those running stuff like Rabbid gear on a pure condi build as turrets were imune to condi
so yeah currently turrets are dead they got over nerfed and werent optimized when nor since HoT released
