Not really. The Rifle Engineer is brawler build so it have a pretty high surviability. Not as much as a bunker but similar to Cele necro and Cele elementalist (But still lower than Cele Ele).
There is Turret engi that is pretty tanky, but the moment you don’t have your turret you are rather vulnerable and they are now easy to kill so.

Its the current PVP meta engi build. Which I don’t really agree with but meh.

Bunkering is harder to achieve with the extreme scaling added to Power and Condition damage. However, there are a few alternatives that you could use that will allow you to sustain a fight long enough for others to support you or even burst at the appropriate opportunity. As someone has suggested, Metabattle provides a Soldier build; I would avoid metabattle in general as it is essentially a glorified streamer’s fanboy site. You can always ask for assistance within these forums for help on providing insight to achieve what you would like. In this situation if you do not happen to like the Soldier variant provided, you are welcome to try out this Crusader build:

This will provide you with exceptional healing and enough damage to pressure most builds off of a point. Sigil of Intelligence is great for burst potential to secure big damage with Blunderbuss and Jump Shot, while Stability from Juggernaut allows you to Overcharge Shot without consequence and setup this burst. Elixir X is great for knocking players out of Rampage or Lich/Plague, while also potentially aiding your burst combos. Mortar Kit could also be used to bring Elixir Shell for accelerated healing with Super Elixir. You will have to play around a bit and discover what builds suit your play-style the most.
The meta soldiers build makes a decent bunker, not as passive as turrets or minions, or as good as bunker guard, but it suffices and can be useful outside of pure bunker too.
I run the elixir variant with HGH which loses out on some power counters(no TK) but is a lot less weak to conditions.
