I think your build is kind of all over the place.
Your Critical Chance is not bad, but your Critical Damage is too low to get much benefit from your critical hits.
Your Conditional Damage is pretty low and so is your Condition Duration.
Power is also meh.
You should increase Power based Damage and then try to improve at least one of the following: Condi Damage, Condi Duration or Critical Damage.
Your spread a little too thin over too much.
And you don’t benefit that much from having two Superior Sigils of Accuracy — You aren’t getting 10% (take away one pistol, and you’ll see what I mean).

What the above poster said. Your build has no identity. You are going to be squishy as kitten with poor damage in your power department, because Pistol #1 blows, and average damage in your condition department. If your running HGH you need to run Rabid Gear all the way around, just as simple as that, the HGH will give you the power you need while the toughness will make you very difficult to kill.
Unless you of course run an HGH power build, which I will be doing, and it will be glorious.

You should decide on the type of game play that you prefer. Do you want to fight from a distance and bring them down over time, or close in and finish them quickly? Either is fine.
Think of it this way. Your primary damage either comes from Attack (Power based) or Condition Damage. Your “secondary” damage (which is largely determined by your armor, weapons and trinkets) is EITHER Condition Duration OR Critical Damage. Critical Damage benefits from a high Critical Chance but receives no bonuses from either Condi Damage or Condi Duration.
Rampager gear is kind of odd because it has Precision and Condition Damage — these are two mutually exclusive forms of damage (as opposed to Berserker Gear which has Power, Precision and Critical Damage, which can all complement each other).
If you want to focus on Might (which is what HGH is all about) I would drop the pistols and use a rifle and Trait 30 in Explosives and not Firearms. Also, I would adopt either Grenades or Tool Kit (or even both) instead of Exlier U (which I don’t much personally care for).

I believe your main problem is that you’re focusing too much on precision, which is not giving you a good return on investment for the losses you’re taking in other stats. If you were making a power based build with high crit damage, then you might be justified in doing so. However, pistols are generally best with strong condition damage instead.
Your build looks very similar to a standard dual pistol roamer type build that can often be seen in WvW. Here, the basic comparison between our builds:
1. Gear: The main weakness my build has compared to yours is that the critical chance is much lower due to not using rampager gear. However, this sort of build will be getting fury quite reliably from elixir B as well as the minor trait Hidden Flask and runes of altruism, which will allow for a fairly consistent 50% critical chance, which is a pretty good number to be at for this build. I also have higher vitality and toughness for more durability, in addition to higher condition damage.
2. Traits: The traits between our builds is very similar. Instead of going 10 into explosives, I went 10 into inventions. This allows me to take cloaking device, which can be a very useful defensive utility. I could have also taken protective shield to help protect against burst damage. The disadvantages of my build are that I do not get incendiary powder for extra burning, and I have to take a giver’s pistol to ensure my condition duration gets up to 50%. I also changed potent elixirs to cleaning formula 409, which allows me to handle conditions without needing a utility slot.
3. Utility skills: I took elixir S for a very handy stun breaker and possible source of stealth or stability. This is a very useful elixir for getting you out of trouble, finishing downed enemies, or reviving allies while being safe. I also took toolkit for it’s utility in gear shield and magnet as well as the damage from prybar. It can also help having a non-ranged attack for enemies that reflect ranged attacks, and using a kit allows me to make use of the sigil of battle for extra might stacks in combat. Elixir C is handy, but I took cleaning formula 409 to manage my conditions instead, and elixir U can also be handy but I felt the kit offered more utility.
4. Sigils: I use sigil of corruption and sigil of battle. This allows me to build extra condition damage as I kill, and allows me to build extra might stacks by swapping in and out of toolkit during combat. An extra 5% critical chance can be useful, but this build will already be getting 50% critical chance consistently, so an extra 5% won’t be that big a deal.
So that’s what I used for my build. If were to suggest anything in particular for your build, I would strongly suggest elixir S and cleaning formula 409 instead of potent elixirs and elixir C. I would also suggest swapping out the rampager’s gear for carrion and rabid gear, and I would pick different sigils since the crit ones won’t be the most useful for you.

This is mostly the same as my build, but uses elixir U instead of toolkit, incendiary powder instead of cloaking device, another carrion pistol instead of the giver’s pistol, and a sigil of earth instead of the sigil of battle. I think you should give toolkit a try if you haven’t though, especially since it allows you to make use of sigil of battle.
If you want to test in the Heart of the Mists, equip the carrion necklace with a rabid jewel placed in it, and pick the other stuff as on the build page.

An important note with this kind of build: It is recommended that you use the rare veggie pizza consumable in order to boost your condition duration to 50%. The pizza gives 40%, so you need an extra 10% from somewhere. My build uses the giver’s pistol, which gives +10% condition duration for a total of 50%. Your build puts 10 points in the explosives trait line which gives +10% condition duration, so you don’t need a giver’s pistol to get to 50% with the pizza.
Why +50% condition duration? Condition damage is inflicted over a period of time, but each “tick” of damage only occurs once every second. So if you hit someone with a 2 second bleed, there will be 2 “ticks” that the damage is dealt in. Similarly, a 4 second burn would cause 4 “ticks” of damage over time. If you have a partial second of duration, it generally doesn’t count towards a “tick”. So if I have +10% condition duration and I inflict a 4 second burn, the duration gets boosted to 4.4 seconds, but it still only does 4 “ticks” of damage, meaning that extra 10% is wasted.
However, If I happen to inflict 3 stacks of 4 second burns, the duration on each burn would be boosted to 4.4 seconds, for a total of 13.2 seconds, meaning I’d get an extra “tick” from the 13th second of damage. However, this is not often practical.
The 50% is nice because any even-numbered duration of conditions will get a few extra “ticks” exactly. So a 2 second bleed will now be 3 seconds, a 4 second burn will now be 6 seconds, &c. Since the auto-attack on the pistol does 2 second bleeds, this can be handy.
I would also recommend the tuning crystal consumable for extra condition damage. These kind of things are handy in WvW.
