is this build worth salvaging or scrapper it?

Changing hammer-dependant traits and turning into pistol/shield could be considered.
Final Salvo and Rapid Regeneration can be very powerful for pistol/shield since you can blast your own moving F1 waterfield with Shield #4 while still benefitting from reflect.
Not to mention P/S also offers almost equal defensive options as hammer does.
You should mostly stay away from Necro’s in general anyways,they are your natural predators especially condi ones.

you know i’ve tried pistol/pistol but i have not tried pistol/shield might give that a go i do love blasting my waters . The only reason I am using hammer is for the mobility and the combo of water field but thats it usually using flame thrower which flame2 can blast.
The big reason Why i am asking for advice would be I am having a lot of trouble vs a necro(reaper).
Simply put, Necro has been our hard counter for a VERY long time. Their ability to consume/redirect conditions proves detrimental to our profession due to the hybrid nature of our skills and traits. Reaper is incredibly tough for us due to the repetitive application of chill vs our (lack of) condition removal; this vets our enhanced mobility.

Your build has a number of problems that are counter-productive to what you were trying to achieve. The Rabid/Apothecary mix does next to nothing in improving Healing potential and essentially drains your stat distribution. It has been tried and true that Rabid/Dire mix between armor/accessories is VERY effective for condition builds due to no loss of condition damage and the huge increase to survivability. Mass momentum does nothing for this build, as power and Rabid scale well enough, not to mention you are only using half of the trait’s potential. Lock On does not have a real purpose here and takes away from your mobility through Streamlined, since Hammer is not the best mix for attrition + condition play.
Try something along these lines.
The goal here is to hit harder, faster and survive the process. With minimal changes you will now be using your Flamethrower to maximize your condition damage potential through Runes of Aristocracy for a sustained14 Might stacks out of combat, and easily achieve 25 during. Sigil of Bursting is far superior to corruption (if you can afford), since a ~100 condition damage loss (vs full 25 corrupt stacks) means nothing to your effective damage and requires no ramp up. Elixir Gun not only provides you with substantial healing, cleanse, blast and stun break, but also has great condition coverage application with it’s auto attack applying 2 cover conditions with each use. The play style is much the same, but allows you to perform with a greater efficiency (i.e. lower cd) and MUCH higher burst potential (18k alone from burning in 4 seconds from IA + Blowtorch).
