for 3 years Anet politics was:

thanks to release of Hot now can have both, but only if you are using new weapons and new skills!!!
i mainly play engineer and wvw, and REFUSE to use hammer in wvw
its power power power and block and block and reflect and reflect with so low cooldowns that is insane.
with some gyros (1 or 2) depends on what you are doing, wvw or pvp or pve its tons of cc – damage – and selfsustain!
get “Rapid Regeneration” that heals 105 with swiftness and 470 with superspeed (that u get basically from everywhere on engineer)
so every seconds is a nice 570 healing.
what? and when u have like 10s of superspeed? (its 4700 in 10s! an overcharge of healing turret is 5400 every 15s!!! 2 turrets spammed in 15s!!! are you really kidding!)
all this is in a berserk build!!!
im asking to “reduce” the healing of superspeed or put an internal cooldown
because engineer in some scenario using scrapper hammer 1-2 gyros , deals:
tons of damage
tons of block
tons of reflect (with 6s cd!!!)
tons of CC (gyro stuns – thunderclap)
for years backpack regenerator was 100 healing on using a kit or 150 with full celestial set LOL

It is literally impossible to get 10s of superspeed because it doesnt stack. Also slick shoes is 5s and doesn’t have a 15 sec cd. If you want to call something op, its the tripple leap from the hammer that you can use in a water field.

The thing is all the classes are like that atm.
Mesmers heal with every shatter while having 2 elites and dealing insane condi pressure. Druids can get to full at any time they wish too and don’t even need to speck into dmg because their new pets hit like a truck. Revs also do sick damage while being extremely tanky. Nekros same story.

I do agree wiith the notion that the new elite specs have destroyed alot of not just our but of every classes build variety.

Backpack Regenerator was a very nice skill. These days however there has been a significant damage increase especially when you compare it to the time where P/S condition roamer engineer was a thing. It is the case now that some classes have 14% precision to ferocity bonus traits, some also can achieve from traits alone +50% more damage, etc etc. As a result Backpack Regenerator, especially since it’s effects no longer linger outside of a kit, on it’s own can not compete with the incoming damage from this meta.

Some classes also have high damage ranged attacks on 4 – 6s cool-downs. One of those classes can also use that high damage attack twice in a row (before the skill actually goes on cool-down) due to traits.

Engineer has always been about CC and using your skills at the right time and as a result I personally feel that the Scrapper stays well in the spirit of the Engineer as a class and has the necessary tools to survive.

Literally every other Elite Spec has insane sustain options, more damage boosters than the Engineer could dream of, weapon swap, stun breakers (some classes can even spam them several times for kittens and giggles), improved condition clearing, etc. Effectively your only suggestion is to reduce the ability of something that makes this competitive in PvP scenarios. Instead perhaps counter-play options such as applying poison or placing damage over time fields on a Scrapper’s lightning fields would discourage it from staying there for the full traited Super Speed benefit.

As for base Engineer in WvW. Would it not be best if that were buffed so that it could become competitive again? Base Engineer does not have a high damage unblockable option, long enough lasting OR high enough stacking conditions, low enough cool-down defensive options or even enough sustain to try to weather the storm of CCs and +damage modifiers out there at the moment.

You can run it but against competent opponents you are at a disadvantage and it gets even worst if your opponent is using an Elite Spec as well. Not very many non-elite spec classes are considered competitive in PvP scenarios and the Scrapper is far from immune to death against an opponent that knows what to look for.

So perhaps the focus of this discussion would be better put towards the topic of ‘how with just one trait line worth of changes could we make alternate build choices for the Engineer more competitive again’. It’s too long of a statement, I know, but that is essentially the issue that needs to be tackled for the over-all health of build diversity for the Engineer as well as many other classes.

soooo youre asking for nerfs because you refuse to use every advantage you can in a game mode that is all about killing people unfairly?

not that i disagree or anything, cuz yes i think that this new elite spec driven balance point is washing away build diversity in the absence of an intended higher number of elite specs and is generally bad for the game because f2p players are clearly disadvantaged… but… dude. the sooner you abuse what you complain about to kill the scrubs who are complaining instead of adapting, the more fun youll have.

Dude in WvW scrapper dont have any decent long range option! He has to come close to fight so it´s normal that i can resist….
Ranger: longbow, staff, pet
Dh: longbow
Berserk: rifle, longbow
Tempest: staff
Mesmer: staff, gs
Necro: staff, elite
Etc etc

You want to be in ranged with pistol/rifle, focus hard hammer scrapper when he approach and kill him before i could engage the fight???
