Well, I’m no developer, but I know from a developer standpoint, implementing something like that would not mark their finest moment, lol.
I feel like having a ‘regular’ elite would be a huge quality of life improvement for Engineer – regular as in, a relatively low cooldown elite that is actually integrated into the build, not some arbitrary as heck’ 3 minute cooldown. Things that are well integrated like Basilisk Venom, Signet of Rage, Renewed Focus, Flesh Golem, Mass Invisibility, Entangle.
I think Arenanet should develop a new mechanic they feel happy with, that’s cool, fun, and has flavor. Include the Ele in this endeavour as well, re-balancing pending.

It is interesting that the two most keyboard dancy classes have the most situational elites, with the engineer have the best of the pool (the only one that feels like an elite). I honestly wouldn’t mind on any class being able to use the elite slot for a regular utility, just as it used to be in gw1. An extra stunbreak, another damage tool, something fun to just round out the class… Four turrets? Heck yeah.
I can see the reluctance on Anet’s part. Doing so could be seen as an admission of defeat, that their elites aren’t as good as regular skills (they kinda aren’t). It would also be troublesome to balance, as you would have things like the aforementioned 4 turrets or another stance on warrior. However, I think it would be interesting to have the choice, especially since builds are fairly limited currently in what is competitive.
Edit: Oh, and technically you can run 4 kits if you count med kit. It used to be a thing when kit refinement was better.
