Yes, Writ of Merciful does affect all symbols used by the Guardian, which is why running a staff in support with that build will be really effective…as would a hammer/greatsword. I can’t give you any specific traits to run instead, as I don’t touch the Valor line due to its second tier. I have been running a 0/20/0/30/20 build, though, that works pretty well with almost any weapon setup.

Just note that I run a hammer with a mace/focus as my secondary, though I do switch to a staff and scepter/focus if I’m needed in the backline. The build allows you to switch from shouts to consecrations easily enough out of combat, and you can sacrifice decreased 2handed weapon skill cooldowns for a trait affecting symbols (length, size, healing) if need be.
If enough people are dying, Radiance will really come into play to refresh Justice; otherwise, you just can roll with two signets and never have to worry about conditions again. =)

If you’re running the 0/20/0/30/20, you’ll have the same armor as a glass cannon thief (with the same stats you have right now).
In terms of toughness, yeah; it’s an unfortunate side-effect of the lackluster Valor line. Since I’m going 30 in Honor and 20 in Virtue for my playstyle, the +200 toughness gained through Valor doesn’t make up for the terrible traits it contains. Radiance gives more utility to group and solo play, since I roll with a signet of healing and my Resolve removes conditions upon activation.
I lose 300 armor and a little self tanking, but I feel as though it offers more utility in the end. Then again, I’m sure a 0/0/30/20/20 build is just fine as well.
