15 in radiance for wvw/pve?
It is a set-up that can definitely work in WvW if grouped with other guardians. Mind you, it requires management but is doable. The guild I am in uses a spec like this but not all of our guardians use it.
I run a 10/25/30/5/0 and while I do miss the 5 points in virtues…..I had to pick up the 5 in honor for vigor on crit instead. I love the radiance line.

It is quite a popular build. Particularly for pve. It may be one of the best builds for solo pve.
WvW is more about what a team can accomplish. And the amount of conditions flying around is crazy. Because of their team support and stability giving prowess, shout builds are the most popular. With 30 in honour you can get pure voice which turns 2 conditions into boons and is very helpful. Factor in Soldiers runes and you are removing another. This is very popular in mele trains. If your not mele training you are probably running 30 in radiance and trying to 1 shot people.
In a dungeon. I usually switch to 0/0/30/30/10 for reduced cast time on Sanctuary and Wall of Reflection. Sanctuary is pretty good for some of the stack and pull strats used in the dungeons as the boss often unloads with a biggie right at the start.
If you don’t like swapping builds the 0/15/30/20/5 is a great build for most things.

That stat spead is as old as the game, I have topics on GW2Guru from months ago featuring characters I’ve since deleted and relevelled it’s that old.

In general, traits/sigils/food that grant benefits upon killing an enemy are better for general WvW than something more organized, like a GvG.
That said, you’re losing an awful lot of utility/stamina by speccing in such a way. The typical WvW/GvG guardian build is a 0/5/30/30/5 or 0/0/30/30/10. The latter you would take for a ranged Sanctuary to break up an enemy’s rally. So, by speccing 15 into radiance you lose a combination of the following: Altruistic Healing, Pure of Voice, and Consecrated Ground. In the distrib you listed, you’re losing out on Pure of Voice, which is currently extremely powerful, especially against necro-heavy comps. You also lose on Consecrated Ground, but that’s more of a minor thing.
My 2c says it’s not worth it, but do what you want.

The blind works well in PvE, not sure in WvW, I have done it but it’s hard to measure the impact. It seems to have a fairly short radius and it’s harder to stack as much vuln as you can in PvE where everything just runs up to you in order to die.
The fire and might stacking on the other hand is awesome in either case, if you’re tagging loads of things/people which subsequently go down. The buff I’m fairly certain goes much further than the blind, so in a zerg-fight even not stacked you should be hitting the player limit each time I’d think.
I’ve run 30 radiance almost always, so 15 radiance is very good.
For zerg farming events, 15 radiance, is of course really strong. You’re benefiting so many people it’s not even funny. Though it does lack its luster against tougher enemies or dungeon instances since the effect isn’t that useful on tough bosses unless they have adds you can exploit. It’s really boosted by radiant power (25 radiance) or Fiery Wrath (10 zeal), so at least in pve, 15 radiance is nice, but I usually wouldn’t take it by itself. For the most part it’s best in content you’re going to faceroll anyways. As a result, I ditched the 0/15/30/20/5 build I was using since ultimately it was used for content where AH isn’t that needed.
In WvW, this again is strong in zergs, with mass blinds and you should have it constantly popping in larger fights. Since you don’t care about your own individual damage as much in wvw it’s less needed to take the fiery wrath or radiant power— damage in wvw is a luxury.
I’m currently doing 0/30/10/30/0 as a general build since I don’t want to respec between pve/wvw (sacrificed justice might for Strength in Numbers- the 250 toughness for a 10 point investment is hard to beat, plus it helps allies too), but 0/30/0/30/10 might be some really nice offensive group support from wvw. I guess 0/30/10/20/10 isn’t a bad choice too, but I just can’t ditch Pure of Voice.

For WvW zerg fights, I run 0/15/10/15/30 with boon duration runes.

if you run a few cooridanted Guardians in your group, mass AoE blinding one after the other, you could negate a LOT of the zergs dmg on your allies. in smaller goup play, it may not shine as much, but in zerg play, just don’t forget to hit F1 when it refreshes!
and invaluable in PvE.

I was also looking at shifting to a blind provider since the proliferation of warriors out there…and that seems to be one thing they hate (I know I do on my warrior).
This was what I am looking at – yeah, not super original I know – wish I hadn’t gotten that ascended Knights amulet previously but oh well. I think it keeps some good aoe sustain, have a hammer in the bag depending on how I feel like rolling as well as a spare GS for bloodlust stacks.
