That build seems fine, although you definitely want Stand Your Ground and its cooldown trait. I’d ditch hallowed ground personally.
I’d go with energy sigils in both weapons to get more dodges (and thus more healing and damage mitigation), and put bloodlust in the staff, instead of gs, but that doesn’t matter.
Anyhow it’s a pretty good stat spread though I am worried about your ability to sustain the health pool. I also recommend poultry soup for the -condition duration but you may find conditions not mattering to you.

Well, that’s a ton of HP. Could get it over 30k with guard slayer in WvW. A sentinel weapon would give you an extra 500 HP too.
Condition cleansing looks good between purging flames and virtue of resolve.
I’d consider dropping wall of reflection for stand your ground. Dropping a hallowed ground in the right place can be clutch, changing the tide of the battle. Wall of reflection too though, so there’s nothing wrong with running all three consecrations.
An energy sigil on both weapons would work well for dodge heals like archon suggested. I’d also consider sigil of renewal for extra healing on swaps.
If sustain is an issue, you could drop force of will (4k HP) for AH. Less health, but should help keep you alive.

I run 18k HP (before guard stacks) on my Guardian. Never once have I thought to myself, I need more HP to survive more…

You need far less HP than you think you do. Most of your survival comes from moving out of aoe/invulnerabilities/blocks, not a massive hp pool.
I agree with some of the opinions stated here.
You don’t need as much raw HP to survive. Now, I’m not mathematician, but what you want is effective HP. So, if you have a lower HP pool, but had more healing power and a few more blinds and blocks thrown in there, you might find your survivability actually goes up!
I’ve typically run a support-oriented build and I honestly find that sustaining my health through healing myself and allies and managing my boons (protection I’m looking at you) offers much more than a huge HP pool.
Also, consider the scenario where you HP does get low. Without a lot of blocks or blinds, how are you supposed to ever get that HP back up in a fight? With a lot of HP but little healing power (and few blinds/blocks) one initial burst will essentially half your effective HP because you’ll never get your HP back up.
