You can’t get perma, but you can stack boon duration and use certain runes(Rune of Speed). Also use the staff with Retreat and Save Yourselves.

If you have +60% boon duration, then you can have either
1) shout cd trait, save yourselves and retreat for 100% swiftness up time
or
2) 2 hander cd trait and staff #3 for 12 seconds every 13 seconds swiftness

It actually does, you just need to apply the symbol before retreat and then it will stack. But its a clunky.
If it’s just for keeping up with roving groups, or moving across a map quickly, then buy a stack of “engineer” medi packs from Lionguard Harral karma npc for 77 karma each:

That’s 10 secs of swiftness every 20 seconds – and use SYS and/or Retreat in between.
You have to drop the pack before going into battle though, but it also gives 10 secs of fury, so it can be handy pre-boost.

What I meant is that you have to wait for your swiftness to end to get the buff from the Symbol, meaning you will never truly have 100% swiftness as there will be a guaranteed gap in there.
You can chain the Symbol of Swiftness / SY / Retreat with Greatsword #3 Leap of Faith for even more mobility.

No it’s not, because no matter how much +duration you get you HAVE to cast the symbol at a given time and you will ALWAYS have a gap. Compare this to getting swiftness from other sources, where you can afford a bit of overlap and have flexibility to miss the button press by a second or two and still maintain permanent swiftness.
On my warrior, for example, I can get swiftness up to 2+ minute duration because there is an 5-10 second overlap in the durations of my swiftness skills. I’m not forced to perpetually hit the button at the exact right time in order to maintain my swiftness, and it truly is permanent. As guardian your swiftness buff is always dropping and there is always a gap in the buff the size of which depends on how perfectly you are timing your casting.
The answer is Yes.

There are several ways to achieve that, but the real problem is whether it worth.
In general, unless you are standing in one place and getting a boon from a symbol, getting swiftness, regeneration, protection or retaliation up 100% of the time or close to 100% is costly in exchange for what you could be getting instead (even from a symbol, too, because you are standing in one place). ANet has clearly worked hard to make you have to think about when you want to use your limited boon time. Getting nearly 100% swiftness is easy with enhanced 2-handed weapon recharge and boon duration using a staff. My general advice to those seeking a boon 100% of the time is it is not worth it. (With 2 guardians working together stacking their boons – that is a different story and often totally worth it.)

All that and you still have a minor gap when you are waiting on symbol pulse. Why bother with all the runes when you’re going to use staff + 2 shouts + traits?
Retreat + Save Yourselves + Staff #3 will get you very close to 100% uptime with no investment in traits or gear. So quick n’ easy swap out from travel to fight mode. +Boon duration food would probably get you to 100%.

If you stack 2x Rune of Water and 2x Rune of Monk and trait the 20% reduced cooldown on Two-handed weapons you can get about 90% up-time on the staff’s speed boon.

I use a full set of “Rune of the Pack” plus AH spec and a staff. There is ~1sec where I am without movement speed goodness.
The set is kind of all over the place stat-wise, but it suits my needs.

Yeah, it’s not so great for builds that aren’t focused on boon duration to have to burn all your rune slots if you want to cruise above fail speed. Best to carry a staff, run the 2 shouts, and pray that you have time to swap in your real stuff before a fight begins.
Because you can’t swap in your real rune set quite that easily.
