Beginner guardian
I leveled two guardians to 80. I had the most luck with Hammer as a main weapon. 5 Honor is a good first trait to pick up for the Vigor, which will let you dodge more frequently. Beyond that, there are a couple of routes you can go. For leveling, getting 15 Radiance and 5 Virtues opens up a very important Guardian trait synergy, allowing you to AoE blind with Virtue of Justice, which also gives you 3 stacks of Might, and recharges every time you kill something. Very good for survivability and increasing your damage.
Aside from that, Greatsword is also pretty good. Having Hammer/Greatsword on you means you can swap to the Greatsword for some crowd control from 5, AOE blind on 3, and then burst damage from 2, then swap to Hammer for its superior autoattack damage and constant Protection boon. Swapping back and forth gives you the best of both worlds.

Also, try mace/focus and staff or hammer. Mace will give regen and some healing while focus gives you more regen, blind to enemys and some blocks.
For the build, you can check the AH and its variations or a Healway build. With these, the chance of dying is pretty low.

For leveling I would stay away from Healway and AH style builds. Those rely heavily on traits that you won’t have until level 60. They also won’t do much good at all against some of the veterans and champions you will encounter out in the open world and in your personal story, simply because they will hit you harder than you can possibly heal out of.

foofad, i lvl’d my guardian into a AH road and i did exceptionally well. Even against those vets and champions, altough i admit that AH relys to heavily in traits.
But nevertheless, going hammer/mace&focus as main will help you to resist some/a lot of damage. Just pay attention in those dodges and you will be fine.

Build doesn’t matter when you are leveling. Just trait for power and gear for power. It scales well lower levels and you can get through the content quickly.
Use GS or hammer for faster leveling.
I am totally confused, I should take armor and weapons with power, but where to put traits?
Zeal. The reason is it grants power. Basically power is what you want to stack while leveling. Once you hit lvl 60 and unlock your grandmaster traits you can start getting your final build in order but until then I recommend stacking power and other offensive traits like prec. It will make going through content faster.

And how does refreshing virtues on kill helps to take down veterans?
First: taking down veterans is easy mode.
I might see the point if you are talking about a group of veteran enemies, such as wvw camp or a dungeon(DPS build actually involves getting 25 in radiance so yeah), because then you’ll be spamming VoJ. Even then it might not be the best point investment.
But if he’s one? 5 usually suffices for me in most cases; I think that 15 is not a must.
Example: There is a group of ettins in a cave in southeast Gendarran (in the snowy part). One is a veteran, the rest aren’t. If you have 15 Radiance, you can agro two or three of the ettins and as you kill them, you are AOE blinding the entire group – even if you agro the vet, it doesn’t matter, because you’ll be blinding him so often that all of his slow attacks will be negated. Part of 15 Radiance isn’t just refreshing, but the AOE blind as well. This allows you to take down veterans even if you’re underleveled for an area.
If taking down a single veteran is easy for you, great. I like to be able to kill the veteran and everything else in the room, at the same time, while underleveled. Because that’s exactly the kind of thing you can do as a low level Guardian with a ton of blinds.
Not to mention it’s one of the most important endgame synergies as well for dungeons; it’s good practice.

Mace+Focus / Greatsword (or Hammer).
I would put 10 points into Honor & 5 in Virtues. Then, run at least Retreat for getting around the map a bit faster as that’s what’s going to slow you down the most… Mobility.
After that, stay in the top 3 Trait lines and spec all damage gear: Powr/prec/Crit.
