Books at tainer & trait point help
The books at trainers unlock traits, not signets. Though some of the traits apply to signets, in the Radiance line. If you already have them, they do nothing for you.
If you’re full berserker, you’re half way there. Look up Obal’s stickied DPS guide. The most common DPS traits across almost all damage builds are Fiery Wrath (need 2 Zeal for that) and Radiant Power (5 in Radiance). You can safely disregard the stats that are given to you by the trait lines, for the most part. The traits themselves are more valuable.
A really annoying villain whose motives were never clearly explained blew it up. RIP.
It varies dramatically, but you won’t use damage utilities. You’ll be using support utilities to compliment your damage. Common ones are Stand Your Ground, Wall of Reflection, Purging Flames. All very powerful.

the stats you get from trait lines are lined up pretty well with the type of traits you’re getting. So if you go with a damage build with the traits, you’ll end up with a lot of good stat boosts for damage, so you really don’t even have to think about it =).
As for LA, Scarlet attacked it with her alliances or whatever, basically she flew in a giant drill and plunged it into the water in the bay. Then the end of the story line is right after you beat scarlet the drill hits something, which I believe is understood to be a new dragon awakening? /shrug
For skills, Stand your Ground, Retreat, Wall of Reflection, Purging Flames, Shield of the Avenger, and Hold the Line are all more likely to be on my bar than the DPS ones. But if you don’t need those, Bane Signet, and Save yourself are nice. Skills are going to be something you change for the situation, which is a pain when you don’t know what’s coming, but you’ll learn. For example Spider Queen in AC I may run Stand your Ground, Wall of Reflection, and Purging Flames, the wall for the small spiders to keep that off us and reflecting back, the purging flames for condition removal if needed, and I keep stand your ground there not for that fight, but because the next fight is the gravelings and stability is key there. Every dungeon/fight there’s a different best 3, you’ll learn and set yourself up as you do =)
