IMO/E, you go all the way with Boon Duration or you don’t fool with it at all.

it says 13 seconds because it takens into accoutn the last recent stack of might. Empower is a chaneled skill that applys 2/3 (dont remember) stacks of might x second, if you take in to consideration the 3 secs of channel= 13+3=16 seconds. of the first stack, and 16/17 seconds on the last stack

There is more to this game than speed running arah all day. Just like there are other guardian specs and builds which use boon duration
Empower is good and boon duration makes it better.
You can work around a boon duration build with zerker/soldier hybrid gear and GS or hammer and staff.
In WvW. Yes
Empower works best with a boon duration build. There is nothing wrong with using it there. If I have the correct traits and geared correctly I can get 75% boon duration before I even have a food buff on.
This however is not where boon duration really shines. That is with our up time of stability. If you see a team getting steam rolled in WvW its usually cause the guardian failed to give them enough stability. Some of our squishy squad mates, most notable Necros, Mesmers and Elementalist depending on their build have very limited stability access. The longer your boon duration the longer your stability the happier your team will be.

Any dungeon, in fact. But yes, staff can be a great weapon – e.g. for highly demanding tasks like tagging loot bags in PvD …

Boon duration and staff have its place, namely in WvW. I take it you don’t like WvW, most players do.
Support guardian (with boon duration and staff) is also extremely important in GvG, which surprise enough, is not about PvD
If empower is all that you use it for, then it is absolutely not worth it. But if you use a shout / virtue build then it is because you always provide a ton of boons.
boon duration is a huge help when you start getting above 50%. then you start getting tons more stats all the time and not just for short durations.
100% worth it for WvW.
I run 85% boon duration, that’s 18.5 seconds of save yourselves and when you are pushing into large numbers at the front of the hammer train in WvW it helps a lot. We usually run 2 groups so this helps add some real survivability to our tank group. Especially when u consider there is another 2 Guardians throwing boons around in that group. Plus it adds to all my shouts, HTL, SYG, and of course, Empower from the staff.
It also adds to any other boons you are throwing out like Shield of Judgement, inspired virtues and for retaliation i have vengeful, that’s a total of 110%(capped) for retal uptime.
It also works on protective spirit to give everyone 18.5 seconds of prot/regen in a cone in front of u.
I wouldnt bother for PvE, i have a totally different spec/gear for when i pharm gold with dungeon runs.
