It seems that jumping while using Protector’s Strike prevents the attack from triggering, so you can block for the full 3-and-a-bit seconds and then provide protection at the end. I didn’t test if this means that it can block for everyone in range, however.

Ok confirmed against Mist NPCs

I popped a couple of spirit weapons and engaged the guardian NPC. I was able to block 3 greatsword attacks AND the spirit weapons received the blocks aswell.

The skill then triggered protection for all the weapons when it ended.

One other thing I noticed. If you happen to jump just after Protector’s Strike is burst, the enemy does not get hit by the AoE damage.

wait, lol, really? so if i want to block for 3s instead, i can cast PS, keep hopping and it won’t trigger the explosion, AS LONG AS i am in the air while blocking?

yup – 3 seconds of total direct damage mitigation for 5 people in a 130 radius.

(although if you are hit between jumps it will trigger the explosion)

I want to try this in a raid because I’m curious whether it has an AoE cap. It will be insane if not ;-)
