I think that tome CD should be based on how much they have been used before being stowed. The original CDs (30, 45 or 90 sec) can destroy the possibilities that some of the skills offer.

For example that bulwark skill in tome of courage can be handy in many situations, but there is no way that you will use it if tome will go to full CD for just using that one skill. In that same situation all of the other skills (on tome of courage) may be useless and you perhaps want to save them for better time or use your weapon skills/ other tomes but then you would need to wait ages to be able to use courage again.

Not sure however what would be the best cooldown increase per skills used…

Just add together the current cds of the skills within the tomes. A 20cd skill used 5 times is a 100s cd, plus the time spent within the tome itself.

Dont forget Tomes are not instant, they are 3/4 casting time plus 3/4 casting time of tome skills and add 10-25 cd’s of tome skills. Firebrand is all about cd’s. Too bad mob npc’s dont have so many cc’s like players in wvw and pvp so they can farm them too in pve.

Give us a trait that reduces the remaining CD of a tome when you stow it, based on how many pages you left unused.

Well one of the GM traits reduces the CD of all tomes by 33% and then if you run virtues that would be another 15% so you can get the CD down quite a bit.

So we basically have to run Virtues.
Valor or Honor is going to be a necessity for survival purposes.

That means Zeal and Radiance is going to collect dust till year 2020 :p

It seems that only reduce the cooldown of the tomes skills and not the virtues themselves. For that, only Virtues line.
