the only use i’ve had with it so far is when i get stuck in the environment, other options don’t work, i don’t wanna WP (usually in dungeon), no mobs around, so i tell my buddies to come close and i MI out (even that’s not full proof, due to the randomness as mentioned)

I use it to teleport onto allies on platforms above me in jumping puzzles. That’s about it.

I’ve never even managed to get it to do that – doesn’t there need to be a path to the friendly anyway (ie. without jumping)?
Making it targeted has been suggested here before. Now, I don’t know what the devs are thinking, but here’s why I think they don’t want to do it: They don’t want a targeted heal. Period. And making Merciful Intervention targeted (or even ground-targeted) would make it one.
Personally I’d like to see this as a bodyguard skill. We can lose the heal altogether.
Targetted teleport to ally across any elevation and apply protection and pop a shield of absorption for a few seconds on the other end – so you can save a team-mate in trouble.
The other option is to allow you to teleport a party member (note: not ally – to prevent trolling) to your location. ( even when downed? ).
That would be powerful enough to warrant the high cooldown.
Those would seem sufficiently guardiany without violating Anet’s no-targetted heal policy.

I’ve used it on Giga in Arah to pick a down’d team mates. I was surprised at how well it didn’t work… Replaced it with Retreat for better effect
I hope it gets some love as it could be a useful utility.

You would think so, but it works in a few places. In particular, there are one or two spots which can be teleported to in the EB JP; one near the log traps and one in the arena.

Yeah, possibly, but common:
1) it’s a very small heal.
2) it has a ~VERY~ long cooldown (even traited it’s still over a minute).
And as for a “Targeted heal”, Staff Orb heals for the same, has a 1200 range and does AOE in a Targeted Area.
Now, if they want to make the arguement that the “porting” will give too much “mobility” (JI, MI, GS,Sword), then that’s something that at least could be worked with (ie, make it a PBAOE and take out the ‘porting’).
I agree Merc Intervention should be improved, it’s pretty much useless.
