Could just be missing from the list but;

• Empowering Might: You and nearby allies gain 5 seconds of might when you land a critical hit.

Doesn’t mention anything about the internal cooldown anymore. Would be awesome to have that to help the group out with even a little (WvW especially)

I do think it’s missing. They are not that nice. If it’s removed, they would have made a note for it.

agreed, i highly doubt they will remove the Internal cooldown. don’t want those guardian AH “monsters” to come back
