What do people use if their are going to run dungeons with PUGs or ad hoc groups (by ad hoc I mean non-speed run groups of guildies who will be on voice chat, but may or may not have optimized builds / class composition)?

I saw the thread in the dungeons forum. Is 0/30/0/30/10 the best option?

You could run that or a hammer traited build, or a more dps oriented build.

Personally, I still run 0/30/0/30/10 zerks in pug runs for condi cleansing and consecretions, with sword focus + gs Goin full zerks especially important in a pug group to help kill things faster, since you cant expect everyone in a pug group to run optimal dps builds and full zerkers.

Go 15/25/0/30/0 full zerk scholar with organized group (gs/hammer + staff), and switch to your pvt or knight armor if you see that the run is going wrong.

These are the basic easy-to-be-effective shout builds: 0/5/30/30/5 or 0/0/30/30/10 (for reducing reflection utility). Just pick up some knights or PVT armor, zerker weapon, and a mix of zerker/cav trinkets and you are good to go. I’d go for boon duration runes (2xtraveler, 2xwater, 2xmonk) since you are a boon machine with these builds. Use staff with GS or Hammer and keep a scepter focus on hand for ranged fights. You can really help carry a team with shout buffs, all the might you can stack and self healing you do.

0/30/0/30/10 or 10/30/0/20/10 seem nice to me

With both builds you’ll be able to provide what’s commonly expected from Guardians and very helpful for both coordinated and PUG groups to succeed: Good DPS, faster recharging Consecrations, faster recharging Shouts and group-wide condition removal.
The first build can also be specced to have a longer and faster recharging Shield of the Avenger if you so desire.
