Unless your playing with a hammer you cannot keep retaliation up often enough to build around it exclusively.
On a warrior however with the spiked armor trait you can easily keep retaliation up 70% of the time just from getting hit.
I ran a successful retaliation based build, but it was a condition damage build and Radiant Retaliation has been completely broken for at least four months.
