"Hold the Line" shout is bugged or what?

I’ve heard “overcharging turret”, some pvp stuff about defending points or something, pretty much everything but “Hold the Line!”…except in one circumstance. One time in all the times I’ve used it, it’s actually said the correct line. I think I’ve reported this in game.
I’ve heard of this from other classes and races. So just to help get to the bottom of it, as a Human Female all my lines are precisely what they should be. I do love when she shouts Retreat or Save Yourselves. So inspiring!

Human Female toon here as well, it’s the only should I’ve not heard her cry out. Wasn’t sure why, didn’t think it was too big of a deal.

I see “Hold the Line” and I think Captain Kirrahe or Dr. Mordin making fun of him. I’m such a geek.
This should be reported as bugs. Simply put, some shouts are not having proper priority-I HAVE heard “Hold the line” for about 5-6 times since I started playing on the headstart day. The game is giving priority to allies receiving the effect, not the shouter himself/herself. Ironically, “for great justice” has priority over all shouts and effects, which shouldn’t be the case. Additionally, save “For great justice”, most shouts of any kind are inaudible to allies, party members which is my biggest complain about the way shouts work. I can usually hear myself (save for the buggy “Hold the line” which only ocassionally works as intended, audio-wise), but nobody can hear my shouts-they only benefit from it with no audio on their end.
I think they have to code shouts better, so allies only say, for instance, “refreshing!” AFTER both I and THEM have heard the “Hold the Line” shouts (the effect should be instant, but the ally “I got buffed” comment should not take priority over the shout itself.)
