Judge's Intervention
Okay, here’s what I’ve seen so far with how JI works.
First off, JI will not warp you beyond ledges. If there is empty space between you and your target, you will not go further than the ledge.
Second, there are indeed weird occurrences with JI. The walls in the Graveyard PVP CP for example. We can warp up those walls.
Next we have the trebuchets in the fort. If someone peeks over, you can warp up to them. From the ground. That giant distance is warpable.
Lastly, same stage, clocktower. If someone peeks over one of the cracks in the ceiling, as many ranged classes do, you can warp to them.
So basically, JI works in strange and mysterious ways. The way I think it works is that when you cast JI, it creates a pathfinding bubble around you. Within that bubble it will try and discover a way WITHOUT JUMPING to reach your target. If it checks out, you will warp. If it doesn’t, it will go as close as possible to your target until it breaks. This makes sense in the three examples I gave you, but really, JI is just really unpredictable.

I hold the same theory as Kita as to how Judge’s Intervention works as well as any other blinks in the game.
It would be nice however, if we were able to blink anywhere as long as the target is in range. This would add some nice dynamics in WvW and PvE however I’m sure some would cry OP.
oh, another example. On the fort, you can hop from one ledge to the other with JI, but you can’t hop up the ledge like you can in the graveyard. There is a small path behind the two ledges that connect each other. However, if you jump down, the only way to get back up is to go all the way down the steps, follow the river path past svanir/chieftain and work your way back up the hill.

AFAIK, all teleport skills in the game behave this way (Thief’s Steal and Infiltrator’s Arrow sure do). I agree with Kita that there is some path probing done by server(client?). I guess this is supposed to prevent abuse (jumping puzzles etc.). Moreover, this is also a problem with backwards evasion skills (e.g. Thief’s Disabling Shot) – if there is even a slight elevation behind you, the evasion will be interrupted. I hope they will tweak it a bit in the future, it can be rather annoying…
Teleport skills at launch, were insanely OP. If you could target it, no matter the object in the way, or height difference, it would take you there. This led to many people using them to bypass terrain obstacles that weren’t designed to be bypassed. ANet took a quick and silent nerfbat to all of them before headstart was even over. The end result is our very limited gap closers you have today.
they should have changed the obstacles to account for teleport imo, rather than make teleport skills lame
You can use JI to warp up some cliffs as long as they are not too tall. This won’t work on keep/tower walls, I have tried this extensively.
I don’t know if it’s height.
In WvW, people sometimes congregate around and plant siege over at the bottom left supply camp; specifically on the room of the gate you must walk through to get inside.
I’ve found that if you’re generally below there, you can target a player/siege above and use JI to get up there consistently.
I chalked it up to there being a walkable path there and the target is in range, but similar ledges will fail even if a nearby path is even shorter.

That area’s just bugged. You can climb the hill to the side closer to the spawn and “fall” towards the awning. You can also climb this rock protrusion on the right and do the same thing.
Thing is, its not a tower, keep or castle, so it seems fair. Otherwise that gate would be the only entrance. Even the East camp has multiple entrances.
