Need some build advice
It’s difficuly offerimg advice for a Celestial builds because Celestial itself will do everything twice as slow with the tanky trade off. Except we don’t have high regen or prot uptime like Eles or engi’s so we’ll always fall behind when it comes to sustains.
Lack of mobility means we’ll have sustains, but won’t do any damage because we can’t keep up with anyone. This is apparent vs Ele, ranger, and any class who knows how to kite properly. In fact, lack of mobility is the core reason why great guard players always lose to good eles. Kiting is our hard counter.
Heavy anti-cele criticism asside, travel runes are most popular especially for WvW. I’ve seen shout cele builds as well as your typical 21614 builds. People usually stick to the meta trait lines instead of making a whole new build from scratch.

What is the goal of your build? Roaming? Small scale support? Big group fights?
Mainly roaming but also some small scale support with some guild mates etc.
In that case the Traveler runes and meditations are almost a must if you don’t pick up the Staff or Retreat, if you for shouts you can think about Hoelbrak runes

is a good build if you want support.
If you need more swiftness you can get retreat shout.
For the last 5 traits you can go into radiance alone for +10% damage to enemies with a condition or 3 radiance for VOJ recharge & 3 virtues for consecration recharge.
For best results I suggest keeping an ally with cripples & fury nearby, an engineer or warrior fills the role perfectly.
in larger scale fights you can drop purging flames for wall of reflection.
With celestial, you’ve got some options. Running 6 points in zeal means you have some sweet burning damage and the power boost isn’t too bad. Running 6 points in radiance gives you some really nice 1v1 DPS if you run sword. Running valour gives you a kittenton of sustain and fury if you trait for it. Running honour gives you really nice sustain and a huge chunk to your survivability. Running virtues is a big nono. My advice would be to run either zeal or radiance with either valour or honour with your remaining two points to be used at your discretion. As for utilities, either run meditations if you take valour or shouts if you run honour. Run mace if you run honour to offset the heals you lose by not taking valour. Running sword is a must in my opinion, since it procs VoJ every auto attack cycle. Take Balthazar runes if you run meditations. Take traveler runes if you run honour. As for sigils, I usually take smoldering and then something else.
