What is the best kind of leveling build for a Guardian?

What weapon sets work best for leveling?
What Skills should I put my skill point towards during leveling?
What trait lines should I concentrate on?

But start with 5 in virtues and after that focus on radiance.

Weapons, pick the ones you enjoy the most.

The only absolutes I would say are
*1 in virtues
*3 in radiance.

That allows you to spam VoJ on enemy kill, giving you 3 might, aoe blind, and 3 vuln if you take that major trait. You’ll end up killing a lot of things while you level, and this creates a snowball effect in damage. Anything else is preference.
