Noob Q. How to stay in range with melee
As you unlock your weapon skills and utilities, you get more gap closers. Greatsword 3, sword 2, and the utility Judge’s Intervention are probably the most notable. If you carry a staff and trait for shouts, you can also have decent swiftness uptime.
That said, mobility and range are weak points for the class in general, so don’t expect to be able to dart around like a thief (or even a warrior.)
Kiting can be annoying for a Guardian, but you have a number of good tools to deal with it. The best is probably the hammer, you can use Zealot’s Embrace and follow with Ring of Warding. Also you have the greatsword which has a leap and pull. The sword also has teleport.
Utilities you have Judge’s intervention which is a teleport and damage. You can also use Signets. Bane can be used as a knock down, and Wrath has a immobilize.

Actually, I think your problem is just the lack of swiftness. If you are doing PvE only, having retreat on your utility belt helps a lot in following and whacking your opponent. Also GS #5 Binding blade can brings your enemies closer to you (up to 5) and then you can just spin2win.
For PvP, it’s an ongoing debate if Guardian lacks kiting/escape mechanisms or if its just a lack of skill.

Can I ask what PVE mobs are kiting you at level 6, anyway? I can’t think of very many PVE enemies where that’s actually a problem, even without CC, and I can’t think of any in the starting zones. Most stuff that flees (bats, moas, etc.) just runs right back to you after a couple seconds.
Another thing to be aware of is that breaking a ranged mobs line of sight works to bring it to you, as in most other MMOs.

Never had issues with PvE, just ran at um.
On a side note, an alternative to WASD is the Razer Nostromo game pad or the Logitech G13 game board. Both have thumb controlers for movement and programable keys that you can setup. Beats the kitten out of WASD IMHO.

One of the more irritating things in PvE are the mobs who constantly back up every time they are hit, causing your autoattack to stop unless you constantly chase after them.
The only mob I can think of that “kites” is the Ettin. They take big steps back which can be a problem with symbols. I do see mobs moving back with normal attacks, that, over time, can travel a good distance.

As stated previously we are the least moblie class in the current game. This has caused many to complain about eles and thiefs being able to just teleport away. Other classes have siginets or traits giving them a perma speed boost. The Guardians must make the most out of limited options.

Immobilize never seems to last long enough.
That being said, I PvE with a Sword/Torch Guardian with Judge’s Intervention and “Save Yourselves!”. That’s 2 teleport skills, two (short/med) range attacks, and one swiftness buff. I put staff as the alt weapon for a ranged attack that can hit 5 at once (to make sure I snag as much loot/xp as possible in mob fights). Now if I could just stop the ranger in my party from knocking the monsters away from me…. <grumble>
I don’t tend to have a problem with this. Each weapon can adequately handle range.
Scepter: is ranged
Staff: is mid range
Sword: #2 is a teleport, #3 is a ranged attack
Greatsword: #3 is a gap closer, #5 is a pull
Hammer: #2 is a small leap (about 200-300 range), #3 is a snare, #5 is a cage
Focus: #4 is ranged
Shield: #4 is ranged
Torch: #4 is ranged, #5 is mid range
Spear: is ranged
Trident: is ranged
The only weapon that either isn’t ranged or doesn’t have a way to close the gap is the mace, which I don’t use. I use literally every other weapon except the mace, mostly because I don’t play a symbol build.

You’ll be fine in PvE but struggle in PvP (unless you invest much of your build into gap closing/CC). It’s the nature of the Guardian.

GS or Sword would probably suit you best for leveling if you are having issues with closing to melee range. That or maybe try scepter/staff and just range them down.
How to level up in PvE as a Guard:
Use a gs, then run into some mobs. press 5,4,3,2,1 (repeat 1 until they are dead).
Shouldn’t have a problem with mobs running away, only a few specific ones do that at low hp (like those beastly crazy strong moas) but they’ll return to you in a few seconds.
What sounds like is happening to you might also be that if you take a mob too far away from it’s starting point it’ll reset. This is how to prevent that…
Imagine your screen has 9 boxes, 3 top, 3 mid, 3 bottom. Keep them in the top right and top left boxes and move in a small circle to keep them there. This will both keep you in a close area and help prevent them from hitting you at the same time.
