PVE and WvW gear.
All soliders armor with zerker accesories and weapons is going to be a tad bit glassy for the work you’d be doing on a guardian in WvW. 3 zerker accessories/3 soldier and a knights weapon might be just right though.
you’ll want to have 3k armor for wvw, that’s all you will really need, some people like more than that though. even if you’re not Mr beefcake, you’ll be able to get your crit chance up, and have decent criticals. All of that will do nicely when you have might stacks, and you’ll be able to help your allies by applying damage in addition to plain old not dying.
If you choose to go tankier than 3k armor, consider Runes of the Pack to keep your damage output high.
trooper runes or flame legion for the burning?
This build would be fine for casual PVE as well?

Trooper runes for WvW if you want a cheaper alternative, the best is Hoelbrak runes. That would help you more in WvW and in PvE.
If you’re in WvW, and you have warriors around, the combination of guardians clear and warriors clearing conditions should make it so that you dont really need the trooper runes for the condi clear. Hoelbrak will synergize well with the -condition duration foods that you would be using in WvW. When you’re standing in Purging Flames, you’ll have -90% condition duration with the hoelbrak runes. That, in addition to the might duration and stacking affects of the rune, are why Hoelbrak runes are the meta for GvG.
Or if you have the time to invest you could try a build with celestial armor & a mix of berserker/soldier amulet, trinkets, rings & back.
I’ve used this quite often with traveler runes & I must say it works quite well.

For the unfilled honor trait you could grab Protective Reviver or Pure of Heart.
Then for the last trait point you could grab Protective Reviver, Battle Presence, Force of Will, Fiery Wrath in Zeal or Consecrated Ground/Master of Consecrations for more spot control.
For the secondary weapon the hammer works well for control (Teleporting into qa group & using ring can be funny if you coordinate burst with your group).
The staff can work well as well if you want to load allies up with might, or sword + focus for single target burn extra mobility & survivability.
Note that if you have someone around who can guarantee swiftness you should exchange the traveler runes for something else.
Holebrak works well, but I find pack runes can be quite good as they upp your precision & the proc is quite nice for you & those around you.
Another good option is rune of evasion.

A different version of the build I posted.
This one is much more front line support focused & can be used with runes of the trooper as well as those I listed for the other build.
Also if you want less group healing but more personal survivability & might for your group try empowering might as your last honor trait.
Combined with altruistic healing you will get 78 healing on every crit times the number of nearby allies (up to 5). This can be especially good with the staff.

First off, it’s not a good idea to try and fit equipment for both pve and wvw. Well you can, but the modes demand different things, and it’s best to take a set dedicated for dungeons— and that would just be berserker. Outside of those, you can really do whatever.
As for celestial, it can be good as a supplement, but not all stats are equal. Engineers and eles that use both condi and direct damage, as well as benefiting tons from might are usually better off with it.
Anyhow for 5 people parties, I’d suggest something like this (runes can be whatever but melandru is just my goto rune for most things wvw. ):
It gives perma swiftness to the group on your own if you spam retreat/symbol of swiftness but you can save some if other people have sources ; aegis can be pretty useful in small fights and you can also pop aegis with f3 or retreat for some extra damage when you hit someone. You also have 2 pretty big cleanses with purging flames and absolute resolution. Add as much celestial/knight trinkets as you need. I usually adjust them according to mood, but zerker trinkets are what I usually use.
As a side note, amulets are the cheapest in terms of laurels so if you want to screw around with stuff, mess with that first.

Celestial is much better for engineers & elementalists because they can stack more might then guardians & they can make more use of the + condition damage.
That being said it’s still a pretty good balance between offense & defense and the + healing can help quite a bit with support. (I personally love the 700 point AOE dodge heals & what it can make my regeneration tick for)

No its not at all. Its really good in pvp for ele and engineer, but not for the guardian. Celestial for a guardian would be a good middle ground if you really want 1 armor for both WvW and PvE, but it won’t be ideal.
You don’t want 3k+ Armor when you play roaming. You want 3k+ armor when you play Zerg. It would be better if you have 2 armor, but here a good middle ground.
Celestial armor + Rune of Flame Legion. While you are in WvW you take 4 zerker trinkets and 2 knight trinket. And you take medi guardian trait.
In PvE, keep the same armor, switch back your 2 knight trinket for 2 zerker trinkets and switch you trait to a PvE meta build like 4/6/2/0/2 or 4/5/0/0/5
You can keep zerker weapon for both WvW and PvE.
Having leveled a guardian alt to 80 recently and being equipping it now, i just wanted to chime in about the new Superior Rune of Snowfall. They improve tanking/healing with lots of toughness and healing power from toughness, and come with a fall damage reduction and chill on falling damage which is very neat in wvw.
Certainly not the ultimate guardian runes, but they’re rather neat for a tanky setup, and are dirt cheap, like 40c each right now… So no remorse for when you decide to overwrite them with more expensive stuff once you made up your mind. For a new guard like me, they came in handy.
