Except it’s not T3 cultural. I have T3 and it certainly doesn’t look like that. I also don’t have any idea which armour it might be – I suspect that it’s not in-game.
Still, human T3 heavy looks very similar to it. There’s a few obvious differences, but if I was a betting Guardian, I’d say that’s your match.

the body and legs are the same/extremely similar

Looks almost identical to male Human T3 cultural. You won’t finding anything closer. Likely an older concept of that armor, as stated above.

I have T3 and it defiantly T3 cultural armor. It’s more of a concept drawing and I’m guessing not exactly how it was created.
