Shelter is currently a good heal when used strategically. It allows to stop incoming damage while healing a moderate amount. It can also be the downfall of a guardian when playing against another high skilled opponent.
Shelter is a channel ability. This means if you are interrupted while casting it it will go on its full cool down rather than a non-channel skill. This is what hurts a shelter guardian the most. Because of the blocking achetype shelter must be a channel ability and I accept we must keep it that way.
My proposal is to change the heal from the end of the channel to being a channeled heal itself like the elementalist’s ether renewal. This change would make shelter be worth some healing even when interrupted while still awarding the interrupter with healing loss and a 30 second cooldown.
tldr: shelter gets interrupted and doesn’t come off cool down for 30 seconds. Make the healing part of shelter a channel please.

I slightly agree with you, sometimes it is awesome, but alot of time. You discover that it heals rather a small ammount considering how easy it is to destroy, and as most other heals, the game mechanics will put it on cooldown even if you only block for 0.001 second.
