PvE Tactics or build?
Well, first there are no tanks =]. There is support and control. As for builds and gear I highly recommend reading the sticky on the top of the forum called:

I am new to the guardian and wanted to know what weapons would be best for PvE and what kind of build? I want to be like a tank, able to take hits.
If you want to agro veterans and other mobs, go for cleric gear or soldier and try to get ~1800 @ healing power(if you are using cleric) plus mace/shield, an advice for PVE, it will get bored once your used to it.
For skills i would recommend to test consecrations, try to trait the shield spirit weapon, and some shouts, to see what is better you, but use the 30points on valor trait thats is mostly mandatory.

My imression so far on the PvE is there is no particular build or tactic that will be ok , you have to know what you’re dealing with and equip the right stuff. Outside dungeons, the best tactic is to be with other players and beware of stuff re-spawning behind you.
