The only downside I see is you have no way to heal yourself besides your healing skill. If I made a burn build it would look something like: 10/10/30/0/20.

Zeal: Fiery Wrath
Radiance: Shimmering Defense
Valor: Defender’s Flame, Meditation Mastery, Monk’s Focus
Virtues: Master of Consecrations and Supreme Justice

Healing skill: Shelter (Burn when blocking)

For utilities:
Judge’s Intervention
Smite Condition
Purging Flames

Weapons: Greatsword and mace/torch.

This is just me. Your build would work fine too.

One cast of Virtue of Justice when in a group will usually keep a target burning the entire time until your Virtue cooldown is over.

This might have some merit for PvP where people have more condition-curing and you need to constantly re-apply the burns.
Too bad there’s little merit in investing into one condition… You’re probably going to lose out on a lot of other stats one way or another.
