Guild Wars 2

Just curious if anyone knows if using these two together strips two conditions for allies or only one. If so, does anyone know which of these takes priority? Does it convert a condition to a boon first or does it strip a condition first?

Basically trying to build a zerg tank and wondering if soldier runes will help more than using divinity.

yes, soldier takes priority, i.e., remove, then convert.
