Scepter + Torch / Great Sword Build
For scepter/torch you want to put a lot more emphasis on your condition dmg, you have a lot of abilities that will leave burning on them and IMO it’s best to maximize without sacrificing power.
If you’re playing anything outside of a staff guardian, healing is all but useless for us.
With our virtues plus #6 heal, we have enough survivability without dropping points into +healing, if you HAVE to sink points somewhere outside of power/condition dmg, throw it in toughness.

im in the same pickle, being as not much for a tank concept in this game do to lack of shield capabilities.
but if using torch and cepter, condition damage is what u want

If you want to actively use virtues, you have to spec traits for them:
Justice is generally the most commonly activated virtue, and with proper traits, you can have it blind nearby enemies, give you 3 stacks of might, 3 seconds of retaliation, and burn an extra second – and you can do this every 20 some seconds depending on how many points you put into the virtues line (or upon killing an enemy). Very spammable. You allies also gets a damage boost for one attack; not too shabby.
Resolve doesn’t heal much when activating, but it heals allies, and the passive regen is not really all that impressive anyway. Traited properly, it gives an additional 5 seconds of regeneration, 3 seconds of retaliation. Most importantly, if you take the Absolute resolution trait, it will remove 3 conditions from both you AND your allies with a 40 something second cooldown. I would imagine if this was a skill, it would be widely used.
I find courage hard to use. Usually when I am looking for the courage key, my head is about 0.1 second from kissing the floor.
My current build for GS/Scepter+Torch is 25 Zeal, 15 Radiance, 30 Honor
Zeal traits are the 10% fire damage and 5% GS damage
Radiance haven’t decided on a trait ability yet, maybe Inner Fire
Honor traits are +Symbol Range, +20% greatsword range, +Symbol Healing
For PvE/Offensive PvP Utility Skills are Purging Flames, Judge’s Intervention and Retreat
For survivability in PvP Contemplation of Purity, Save Yourselves! and Retreat
Hounds of Balthazar or Tome of Courage on Elite
This gives you a fair amount of mobility, while being able to both deal decent damage and be a bit tanky (though I wouldn’t recommend standing still). Symbol of Wrath will deal more damage, be larger and heal you and allies.
It might synergize better with Staff, but I like my ranged attacks.

OK here is the dollar question, does torch make fire damage or air damage? and what do you keep your stats at? +power? +toughness? or condition damage since you use fire for attacks?
I use these weapon sets too and I use power/precision as my main armour stats seeing as both weapons are direct damage. I’m not sure why people are saying go condition damage though? none of the weapons really do condition damage, the greatsword has just the symbol, the sceptre has none and the torch doesn’t really either the fire breath doesn’t actually burn foes and zealots flame I find is much more effective if you instantly fling it for the big damage rather than the burn if you’re standing next to the enemy.

What do you mean fire damage or air damage?
Also, I try to keep my gear with +power/cond/vit
