You mean the rune of earth ^^
well i have tryed the PVP rune of earth in the pvp area, and it work!

with save yourself 10 sec whitout the rune and 12 with the rune, so
or its a PVE problem, or you use the wrong skill to see the effectiness of the protection duration.

Because, like Guild Wars before it, GW2 doesn’t fall into the traps of traditional MMORPGs.
