Hai!

I’ve been playing a meditation spec for some time now and is really enjoying it. However, I felt for some change yesterday and earlier today. And looked at the signets. Everything seemed fine and useful (maybe except for Signet of Wrath). But especially Signet of Mercy caught my attention. However, I have tried it last year and… Well… It didn’t seem to work as intended.
However, I thought, “Hey, maybe they’ve changed it so it works better now!”. So I went to test it out:

1. test was about, if it ressurected defeated NPCs. So I went to a supply camp in WvW which was being attacked by four enemies. I sneaked behind them and tried it out on the fallen supervisor. And it worked! Yay! Thumbs up. Imagine if you could ressurect your commander in the keep, with a 4 seconds’ cast, in the heat of battle. Now that’s something!

2. I tried it on a downed party member, in a dungeon. And it worked… However… It’s a 4 seconds’ cast with a 240sec recharge… Sure it got a range of 900, but really?… I’m quite sure I can help a downed ally player up in about 4 seconds manually, without using a utility skill. Anyway, I bet it’s fine to have the option. Thumb middle

3. And lastly, I tried it on a defeated ally player. And no, it did not work. It only works on defeated ally NPCs. Thumbs down.

So to sum it up:
It’s a 4 seconds’ cast with a 240 sec recharge and with a range of 900.

A: It can ressurect a defeated NPC. (Can be extremely useful in WvW for defeated key NPCs)
B: It can only ressurect downed ally players. (Not really useable at all, since you can already do that at the same amount of time without using a utility skill.)

At the end of the day, I didn’t find it near as useful as I had hoped for. In fact, I was rather disappointed and will most likely never use it, unless something drastic is changed.
However, if it were capable of ressurecting a defeated player, I would find it very useful. Even with the long recharge time and long casting time.
Or maybe if the casting time was reduced greatly. Then it may be useful for getting downed allies up.

Resurrection skills not working on defeated players is a sweeping change on all res skills on all professions. Calls for a reversion of that change will likely be unsuccessful.

Though comparing the guardian res skill with other professions, I think they should make the signet res multiple targets.

I want it to make sense right away, then another sense later. Murkiness =/= quality "

You may be right on that. However, even if it did ress multiple allies, it’d still be a very situational ability. Of course it would be a really nice improvement, without a doubt. And also an improvement large enough to make me reconsider whether I could use it or not.
With that said, it’d still be up against the usefulness of all the other utility skills. And right now, it really don’t stand a chance. And even with the buff that you speak of, it would still be in for a tough competition.
Even with improved signets.

Res isn’t as situational as you estimated. Though if you want a res skill without investing a utility slot, the warrior is the class for you.
