Do you mean that it will heal me 1305(x5) within 2 seconds (3262.5 per second ) ?
If you mean that so it’s useless for soloing and Signet of resolve is much better.

For soloing, Signet of Resolve and Shelter are much better.
Since I ususally heal my allies with Dodging, Regen, and Symbols, I forgo Healing Breeze’s ally heal because it’s also not easy to apply, and the healing is not so good (nor is the cooldown.)
Signet of Resolve is great, can heal for 75%+ hit points in most of my builds, and only (but real) drawback is the cooldown and the fact that I rather not use it, because I want it to keep it as a condition remover (passive.) What happens is that I use Runes of Dwayna, and my party benefits from me using my Heal Skill often, rather than just on the most dire of straits. So, even though I am using Signet of Resolve at the moment, I do use Prayer to Dwayna and Shelter much more these days (same cooldown for both, Prayer the bigger heal, Shelter the incredibly useful blocks to avoid knockdowns, etc.)
Healing Breeze… even the human racial Prayer of Dwayna is more useful (to me) considering my playstyle. If my party members were almost always in front of me, then it would be nicer, but the cooldown is still a bit too long for its heal/usefulness (no doubt some players use it to great effect, though.)
