I run all Zerk stuff.
Why? Because I do PVE only and DPS is king at the moment.

For any other weapon, I’d do that, too. But staff? That one is probably as far away from any meaningful DPS as a weapon can be, so I stick to some healing stuff in that case. Makes life in some big open world zergs easier.

I use PVT because I use staff in running trash and survivability actually helps more than dps in that regard. Not that weapon alone makes much of the difference though.
Oceanic [LOD]
I can see the Staff being used in three scenarios:
- In open PvE to get the Swiftness buff; in that case the stats of the Staff doesn’t matter at all
- To tag foes during events; in that case the most important stat is weapon damage, and Power is a nice bonus
- To use it for an AH build; in that case Healing Power, Toughness and Vitality is most important
So, I think Cleric or Magi (for Vigorous Precision) are the best choices.
