It certainly increases the toughness listed on my hero panel by 150…

The buff tooltip that appears on your buff bar just has not been updated, and still shows 70, however character panel shows a 150 point increase when it is active.

I have noticed when I have this trait equipped I don’t see it appear on any nearby allies, is this a bug? Is it just not showing that it’s affecting them?

IIRC it only shows up in combat.

so given in combat, since in most cases, “allies” = self + 4 allies, can it be safely assumed that this trait works while solo as well and no other allies are near by?

Yes, it works if you’re solo, only requirement is you have to be in combat to recieve the buff.

No, it does not stack. Same goes for the Warrior’s Empower Allies trait. Which is the same thing, but 150 power instead of toughness.

But if someone is running Empower Allies and someone else is running Strength in Numbers you get the benefits of both.

Of course. It’s a unique buff, it just doesn’t stack with itself.
