Superior Rune of Altruism
It seems a little unfocused on the non-healing stats and dependent on using #6 a lot. If the idea is to proc AH much more, it would work but then you have to ask yourself what for as your already healing with #6 to proc the effects on the rune stacking.
I don’t believe many of us are overly impressed with the relationship between Healing Power and our heals either. This would be alot more appealing if it was +Power instead of +Healing Power

I was wondering the same thing myself. So I did some testing and came to the conclusion that its pretty much garbage. The might and fury procs ONLY when u use your number 6 heal. No other heal will proc the boons.
I tried it with the F2 virtue – no procs
I tried it with healing meditations – no procs
I tried it with the #2 and #4 staff skills – no procs
It does not proc with Altruistic Healing (which kinda makes sense cuz that would be crazy OP).
I did tests both in and out of combat.
Pretty much a garbage rune set
Edit: Although I did just wonder, I didn’t test to see if the extra boons on the heal work with Altruistic Healing (I would think that they do) or how much they heal for when you do proc them with AH. That might just make it a little bit worth it. Not sure though

This rune would mostly be for classes that can spam their heal quickly – for instance, Engineers with Med Kit, who would be able to proc the effects as often as the 10 second cooldown allows. The boons would synergize with AH, and it does give us a source of Fury that we don’t have otherwise, but there’s not likely to be any powerful new Guardian builds based specifically on this rune.
Gunning for this new rune for my Cleric’s armor set to synergise with Healing Breeze.

I don’t really understand how it works any better with Healing Breeze.

The internal cooldown on these runes is probably going to disappoint you. HB stacks effects from things like Healer’s Retribution because they don’t have an ICD. Your first pulse will activate the effect, but the remaining 4 won’t, because the 10 second ICD will kick in after the first. You’ll only get the 3 stacks of Might and single stack of Fury.
Thank you for all your input.
For the few of us who appreciate Healing Power (and who already use sets such as Dwayna’s), it is a worthy alternative, and would fit an Altruistic Healing set quite nicely. In fact, even for those who dislike HP it is actually nice, because most fellows won’t stack HP at all on their gear, and the HP bonus on these runes will actually come in handy.
And yes, to use it you have to use skills such as Prayer of Dwayna or Shelter (due to the low cooldown, allowing you to use them more.) I am quite used to using my Dwayna runes, so boons that apply upon Heal skills are not garbage at all for my playstyle.
Another way to think of it is it allows you to use Shelter way more often, and it will heal you for more than usual (with AH) due to the boons you would be applying (plus all the blocks that will come handy in a tight battle.)
I am tempted to use a full set on my current armor, because I have two Dwayna sets already, one per each of my two armor sets.

i replaced my 5 runes of altruism + 1 healing rune (for + 25 healing power) by 3 rune of monk+ 3 rune of water. the additional + 15% boon duration is better than + 40 heal points (allied heal in healing breeze). moreover, regeneration boon increased by 200+ healpoints because of this change.
the utility, + 3 stacks might and fury are kinda meh if you’re already a staff user, which my guardian is.

Try it out if u want, but I don’t think adding 3 stacks of might and 1 stack of fury every 30 seconds is really that powerful. They may make your number 6 heal for more than it already does if you are using AH, but other than that I don’t really thing these runes are a viable set for Guardian.
I do agree that Healing Power is under appreciated, but there are much better Healing Power runes than Altruism
Edit: I edited this post because I originally misread what you posted

I think the Guardian is the worst profession to use these on heal effects because they don’t have any short CD heal.
It’s something I’d consider for my engineer, who could actually take advantage of the bonus every ten seconds, but not my guardian. Like others have said, we don’t have any short-cooldown heals that really take advantage of the Altruism bonuses. I’ll be keeping my water/monk/dwayna combo in my healing power set for now.
I like it. Mainly because my build is full support, and I don’t really need to use #6 at all, even in WvW 90% of the time. So I just use my heal skill right after Empower /Justice to give me and my closest friends 18 might and fury.
The question is should I stick with Clerics or go to Giver’s.
Fury increasing crit chance; trait that gives allies might when I crit, tons of might already. Yeah, I’m just an altruistic sonofakitten.
So my opinion is I love it. But then again, I have 3 armor sets already, one for each of the major builds I run. So it’s not like I’m stuck on this rune choice forever.

Stick with Clerics I would think.
