It affects healing effects originating from you on allies only (ie. not on you).
Since healway guard in any type of PvE setting would be purely for the lulz and funz, why would you min/max your runeset? Just do whatevers cooler because honestly if your trying to go “maximum efficiency” in anything PvE I would advise immediate scrap of your build.
If your in WvW, then dont be selfish, your healing for your zerg/havoc squad. So since your already super tanky from running full healing power, use a rune that benefits your team more than yourself
I dont spvp but thats probaly the only instance or setting where Monk/Water runes would be debatable in which case I think water since your not always near people but maybe a pro would disagree
I personally prefer rune of the grove + hammer, the perma protection is quite nice and it affect allies in it.
Maximum efficiency people are the reason why I’ve been running Healing Power for so long to begin with. It works too well to scrap.
