Support Build: Between Two Traits
It’s more dependant on your armor than that I would say. For example, a decent critical hit rate using Knight’s/Berserker’s would benefit Altruistic Healing more than a low one with Cleric’s/Soldier’s. Looking at your weapon choices, I’m guessing you’re pushing for a more healing focused build, but at the same time you’re only taking 2-handed cooldown reduction for the staff. I think we’ll need a little more information on the equipment you’re using to give you a solid answer.
Get rid of “Pure of Voice” and use Soldier runes instead. Then take 2H mastery, Empowering Might, and Shout CD reduction.

Honestly I would keep pure voice, 2h mastery, shout cd reduction. I honestly love pure voice because it turns conditions into boons and use runes of lyssa so I can purge a massive amount of conditions and get all boons when I use my elite. Empower Might is nice but would not recommend it.

I took the 2H cooldown because I use staff most often, swapping out mace+focus for hammer for when the group is doing just fine and a KB is nice to have.
I was aiming to go toughness/vitality on my gear, so thank you Viralseed for pointing that out, as I didn’t really take that into account.
I was taking up Pure of Voice due to knowing that conditions can be a pain in the butt when you’re waiting around for your skill to remove them to come up (for allies), and since I run shout build (sometimes only 2 shouts to have wall of reflection) I use them quite often. I’ll have to look up the Runes of Lyssa when I get in-game.
2H cool down is great don’t ever turn it off. I have this same “problem” and the way I deal with it is toggle Empowering Might and Pure of Voice back and forth based on the amount and severity of conditions We are experiencing. It has been working great. I mostly leave Pure of Voice on for emergencies but If I’m farming or know the dungeon has no conditions I switch to Empowering might.
