So i saw this in Harbinger’s guardian thread….

Supreme Justice- This trait will increase your damage output, but at a cost. Generally you are constantly going to be activating Justice to get might stacks and blind/vulnerability. However this trait is really for the passive. So it forces you not to use your active as much.

So does that mean if i activate Virtue of Justice then my passive burning will no longer proc at all until VoJ coolsdown?

Yes, virtues are like signets. Once you activate it, the passive stops working until it comes off cooldown (or in VoJs case, you have 3 points in radiance and kill something to refresh it.)

its not stupid. it make you choose
if you got plenty of burning proc you can use voj when you need to blind and /or when you want to burst with some combo which proc vulnerability 20 stacks (20% more dmg) while doing 6 sec bruning
