Symbol of Wrath:
Pierce the ground with a mystic symbol that damages and burns foes while granting retaliation to allies.

I assume that when it says burns foes that it means it applies burning to them. If the “burns” in the description only meant that it does damage as long as enemies stay in the circle it wouldn’t say “damages” right before that. However, it doesn’t appear that this skill ever burns anything unless it happens to proc the fifth hit of Virtue of Justice, and if that’s what the description meant then every offensive skill Guardians have should mention they burn foes. So what’s the deal?

It’s a tooltip error or misleading tooltip. Symbol of Wrath does damage enemies standing inside it, but does so as regular pulsing damage, not through the Burn Condition.
