The word consecration literally means “association with the sacred” which when you look at the animation looks like you’re reading a holy(sacred) book
Tome abilities provide the same style of benefits that consecration skills do anyways in that they’re just AOE support abilities that you can lay down for your allies.
Tome of wrath could become a spirit weapon ability if they really wanted to seperate the two but it really fits consecrations better even though it’s more of an offensive ability.
As for shelter…….well, it’s either Shelter becomes a consecration or healing breeze does……kind of a toss up really imo, but they already said they’d make HB a shout soooo…….Shelter’s now a consecration. Deal with it. I’m over it already. :/
Consecration skills in gw2 consecrate an area of land, which is what the Consecrate/Desecrate spells did in DND, which is where gw2 got a lot of inspiration from (they’re cleric spells, and guardian was specifically designed with the DND cleric in mind).
Neither heal nor the tomes fit within those constraints, so it’s a bit far to claim them consecrations outright. Also, why would you make both tomes consecrations when you could make one a different skill type to increase the diversity?
Suggestion: keep the healing tome, make it a consecration, scrap the dps tome and make a new DPS elite.
You know, now that quickness scales with boon duration, Tome of Wrath is likely to be a lot stronger just with that.

Thematically, Heal Area and Conflagrate are a lot like consecrations. Tomes and Consecrations are also both two thematically very magical skills.
Functionally, Tomes and Consecrations essentially do the same thing (as Parktou said). There’s no other trait type which fits Tomes more, and it’s only rational to make two things which play the same way the same skill type. The second closest thing are Spirit Weapons, and even those aren’t exactly a close second in terms of what fits.
Still think HB should be a consecration though. :>

The traits would change them by

-Lower CD on the Elite Skills themselves (0)
Alternatively, Tome of Courage could become a consecration, have more AoE pulsing effects to take advantage of longer duration trait, and Tome of Wrath could become a Spirit Weapon and take the mentioned advantages from the Spirit-Weapon traits.
They could always rename such skills as ‘Elite Consecration’ or ‘Elite Spirit-Weapon’ to make us understand its in same category for traits, but at the same time it’s unique in terms of mechanics

That’s debatable.
The only way I see it working well is if they greatly up the burning duration applied by the number 1 or make it apply multiple stacks.
The same goes for many of the guardian abilities that apply burning.
I say this because without changes you won’t be able to apply enough burning to make them worth it.

The +20% duration would only affect the tome itself. It’s not boon duration, it’s skill duration.
