Trait Permeating Wrath bugged?
When I pop Virtue of Justice I should burn, blind and cause vulnerability to foes near me but I’m not burning anything just making everything around me blind and vulnerable and it doesn’t matter if I stand right inside a group of mobs burning is never applied.
Permeating Wrath only works for the Passive activation of Virtue of Wrath, i.e. ever 5 attacks, as far as I am aware.
Ojimaru is correct, the trait only works on the passive component
and it’s only spreading 1s of burning, because the passive is only 1s.
and THAT is the main issue of any permeating wrath build.

If that’s how it works the wording is pretty darn misleading since it says"activation" in the wording of Permeating Wrath. I took that as when I activate Justice not the Passive from Justice activating. Traits “Justice is Blind” and “Blind Exposure” have pretty well the same wording as “Permeating Wrath” saying when activated and they work each time I activate Justice.
Tested what the above players have suggested and indeed it only activates on the passive part of Virtue of Justice, which I think to crummy oh boy a 1s burn. I’ll be respeccing once I log in since “permeating Wrath” isn’t nearly as good as I thought

To Arena Net: you guys really need to word your skill/Trait a hell of a lot better then your doing and give us some more information on some traits so we as players can make better more informed decisions on our skills and traits.

It’s a clear example of badly worded traits. Traits (like skills) should clearly state how they work.
