Wall of reflection and sanctuary are insanely good at higher level fractals.

I recently changed my guardian build from 10 in radiance for the good old signet mastery(for the signet of resolve recharge) to 10 in virtues for master of consecrations. Take shelter instead. The blocking functionality will give you a lot of damage mitigation when timed right, effectively ‘healing’ you for more than the signets straight up numbers ever would.

When i dont need projectile reflection, I just pop some more shouts in instead. Running Altruistic Healing and Pure of Voice of course.

This build is so much better for high level fractals than anything the10% damage reduction signet could ever give.

My archon build uses consecrations. I love the tactical feel of placing them, and Wall of Reflection is pretty amazing in many fractals.
